The report describes the approach for concordant integrated evaluation of projects on the basis of strategy-proof expert procedures, implementing the principles of program-goal approach to management of development of complex systems. The method is intended for ranking and selection of R&D projects for formation of programs for the creation of scientific and technological potential.
